What should i do with neighbor/ mother issue?

you need to talk to her and find out why she was over there. maybe she was trying to make things better between you two, or maybe she just doesnt feel the anger toward this person like you do, although i have to admit if someone had done this to my daughter they would be moving or staying out of my sight for life.you need to talk to her and explain how you feel and how it made you feel when you saw her going into someones flat who has treated you so badly. good luck hun.xx
