I have a male rottweiler named Bruno. But he has a problem... he pees everywhere!!!?

He is not neutered and he is about 3 yrs old in human yrs. Every time I tell him "No" he goes back and do it again. It's not just in one place... it is everywhere! I'm tired of cleaning it up. It seems like telling him no just will not work. What should I do?
