Could the Soviet Union win the cold war?

I mean CIA funded dictatorships in Latin America which were anti-communist. Provided Al Muhajedeen (aka Al Qaeda) with money and weapons to fight the Soviets in Afghanistan. Any of you think history might have gone otherwise?
