3 week old baby making gasping sound?

she was born c-section & with fluid in her lungs & has been congested ever since she was born! we have been using that sailing stuff and shes been getting better but lately shes been making a gasping sound?! what is this? is it normal her next appointment isn't until the 23rd what should i do? shes breathing its just a weird gasping whimpering sound she does whlie shes eating or sleeping or sometimes even when shes awake? does anyone elses baby do this?
