Is it a common problem for men when urinating in public bathrooms to notice another guy is staring at their?

johnson? sometimes in a public bathroom you notice some creep is standing at the urinal and looking over at your johnson when you are trying to urinate. do a lot of guys notice this happens? it happens very often when i am in the bathroom in New York Penn Station and New York Port Authority. They actually just installed dividers between the urinals in the New York Port Authority so it must be a common problem for people that you ume must be gay staring over at the next urinal over to stare at your johnson. guys do a lot of you notice this happens? do you say or do anything to deter the perpetrator when it happens?
