In the movie Terminator Salvation, was the frequency that the resistance discovered a set up by the machines?

This frequency disabled the machines when ever it was turned on loud and long enough. This happened when John Conner and a soldier were in the desert at night and they turned on the frequency and the flying machine shut down and then John blew it up with a rocket launcher.
