Are lower back tattoos y?

When I was 18, I thought they were. Now, I don't consider most, if any, tattoos "y". I think they're a perfectly valid life choice, and the lower back is a very appropriate location for some of them, but a tattoo is permanent. The concept of iness is very fleeting. "Cl" is something else altogether, and for me, relates more to content than location.
